UPSC rarely rewards a list of Articles alone. A high-quality GS-II answer connects the constitutional text with institutional practice, recent federal tensions, and a balanced reform-oriented conclusion.
A reliable 250-word structure
- Introduce the principle in one or two lines: constitutional supremacy, limited amending power, or federal balance.
- Name the constitutional anchors: Articles 245–263, the Seventh Schedule, Finance Commission, Inter-State Council, and emergency provisions where relevant.
- Explain the doctrine using a precise phrase rather than a case-law dump.
- Present the tension between unity and State autonomy.
- Use one institutional example such as GST Council coordination, centrally sponsored schemes, or inter-State river disputes.
- Evaluate both sides before recommending a mechanism.
- Conclude constitutionally with cooperative and competitive federalism.
