When the dashboard is wrong
Fictional case study: You coordinate emergency drinking-water delivery in a drought-affected Rajasthan block. A newly introduced risk-ranking tool places two remote hamlets low on the priority list because recent field data are missing. A field officer reports that their storage is nearly exhausted. Tankers are limited. A local representative asks you to send a tanker first to a politically prominent settlement that has a functioning alternative source. Your supervisor wants rapid action but asks for an auditable decision.
Assumption for this exercise: You may rearrange delivery routes using documented emergency criteria. Exceptional expenditure or powers outside your delegation require competent approval. The case specifies no real district, scheme entitlement or mandatory legal deadline. Do not invent these in your answer.

Syllabus connection: AI versus conscience; social justice, humanitarian concerns and accountability; instrumental versus value rationality; non-factual case studies. The tool may help rank routes, but the officer remains responsible for justified decisions.

Residents of the remote hamlets face immediate hardship; children, older people and people with limited mobility may face greater risk. Other settlements also need predictable service. Tanker drivers need safe, feasible routes. Field staff need a way to correct data without retaliation. Supervisors and the public need traceable reasons. The representative may convey legitimate local information but cannot replace evidence with political preference.
What is actually in tension?

Instrumental rationality weighs goals, means and foreseeable consequences, as when comparing delivery routes for a chosen relief goal. Value rationality acts from belief in the intrinsic worth of conduct independently of its success, as when refusing to humiliate people because respect is owed. These are orientations of action, not guarantees of ethical correctness. A short route alone cannot justify overlooking severe need; a defensible relief decision also requires fair criteria, transport capacity and safe delivery.

A defensible sequence
- Verify urgently: contact field staff and local service points; cross-check storage, alternative sources and access. Do not delay urgent help for a perfect dataset.

A model response and rubric
Practice prompt: 10 marks, 150 words. What would you do, and why? Address the dashboard error, political request and accountability.
Model answer: I would not treat the ranking as conclusive because missing field data can conceal urgent need. I would rapidly cross-check storage and alternative sources through field staff, while preparing available relief within my delegated authority. Allocation would use consistent criteria of urgency, vulnerability and lack of alternatives. I would ask the representative for relevant evidence and explain why political prominence cannot determine priority. Any departure from the ranking would be reasoned, recorded and reported to the supervisor; expenditure beyond my powers would require approval. Drivers would receive feasible, safe routes. Public updates would explain service criteria without exposing residents’ private details. I would provide a grievance channel, confirm delivery and correct the dataset, then review whether similar hamlets were excluded. This approach combines humanitarian urgency with impartiality and accountability: technology supports judgement but does not transfer responsibility away from the officer.

5-mark follow-up (50 words): Why is “the computer decided” an inadequate defence? Expected answer: data and design can be incomplete or biased; officials must assess evidence, lawful authority and consequences; explain decisions and provide review. Analogy
The dashboard is a map. Missing roads can mislead even when calculations are consistent. Field evidence corrects the map; ethical judgement identifies urgent need; lawful authority limits action. A personal hunch alone is not enough to override the tool.
