The Preamble and Two Constitutional Dates
Learning goal
Separate adoption from commencement and connect the Preamble's values with the wording of a question.
Two dates answer two different questions
The Constituent Assembly adopted the Constitution on 26 November 1949. The general commencement date is 26 January 1950. Adoption means accepting the constitutional text; commencement concerns when its provisions take legal effect. Article 394 brought specified provisions into force immediately and the remaining provisions on 26 January 1950. Therefore “every provision first began on 26 January” is too broad. Constitution, 2024 edition: Preamble, Article 394
Read the Preamble as a map of values
The Preamble introduces the Constitution's commitments. It includes justice, liberty, equality and fraternity. For a basic matching question, identify the particular idea in the statement instead of selecting whichever word sounds positive. Detailed rights and powers are set out in the relevant Articles; a Preamble value is not a substitute for reading them.
Worked classification
A practice sheet has two date cards and two value cards. Work through them one at a time.
- “The Constituent Assembly adopts the Constitution.” The action is adoption, so choose 26 November 1949.
- “The general date referred to as commencement.” Choose 26 January 1950, while remembering Article 394's specified early provisions.
- “Equal status and opportunity.” The key comparison is equality, not a date or a government institution.
- “Brotherhood associated with individual dignity and national unity and integrity.” This points to fraternity.
The reason for each answer comes from the action or value described. Do not memorise a date without its event.
Common mistake
Do not exchange the two dates. Do not change “general commencement” into “no provision operated before that day.” When two options sound admirable, match the precise concept rather than the emotional tone.
